Объединить .gitignore и актуализировать README

Правила из frontend/.gitignore перенесены в корневой .gitignore, дублирующий файл удалён. README дополнен описанием SPFx frontend (ApprovalAdmin), который ранее был ошибочно указан как отсутствующий.
