feat: эндпоинт заявок по основанию (СТ/потребность) с проверкой прав на открытие

GET /api/basis-requests?requestTypeId=&basisKey= читает заявки от имени приложения
по всем партициям, а по каждой проверяет, может ли вызывающий её открыть.
