Создан бэкенд-боилерплейт по образцу tnsu-inventory

4-слойная архитектура (Api/Application/Domain/Infrastructure) на .NET 10
с MediatR и EF Core + PostgreSQL, без бизнес-логики. Добавлены
docker-compose, .env.example и README для локального запуска.
